Network Zone AFN configuration

There are a number of steps that need to be done in the Network Zone (NZ) to configure an AFN for use before any steps can be done in the member Institution Zones (IZ).

This documentation is intended to cover all of those pieces.

Each time changes are made, the settings will need to be pushed from the NZ to member IZs.
